The Climate & Clean Air Coalition (CCAC) works with countries to plan and implement strategies to reduce short-lived climate pollutants (SLCPs), such as methane. Working with CCAC, in 2013, Bangladesh began a planning process to reduce SLCPs, including methane, by forming a national team composed of the Bureau of Research Testing and Consultation and the Bangladesh University of Engineering and Technology. This team inventoried the SLCP emissions from Bangladesh and reviewed relevant existing regulations (Step 1, Understand the Context), completed a stakeholder mapping exercise (Step 2, Engage Stakeholders) and developed 2030 emissions scenarios for SLCPs (Step 3, Establish Baseline).Using this information, they mapped, prioritized and peer reviewed different pathways for reducing SLCPs, including pilot projects, policies, and corresponding sectoral and government stakeholders, into their draft National Action Plan (Step 4, Set Goals, and Step 5, Develop Policies and Programs).

The second phase of their planning process, between 2016 and 2018, was focused on capacity building for the plan's adoption. The Ministry of Environment, Forest and Climate Change organized several feedback sessions on the second draft of their plan. Through analyses and consultations, Bangladesh determined its three most impactful actions to be: introducing clean-burning biomass cooking stoves, replacing traditional kilns with modern technologies, and phasing out high emission vehicles (Step 5, Develop Policies and Programs). Their analyses also found that implementing all 11 priority measures these strategies would reduce methane emissions by 37 percent by 2040. After endorsement of the Plan in 2018, Bangladesh developed a work plan for implementation (Step 6, Implement Policies and Programs).
