Trinidad & Tobago sought to build its domestic capacity for greenhouse gas measurement, reporting, and verification (MRV) processes for transitioning to the Enhanced Transparency Framework (ETF) reporting under the Paris Agreement. In 2019, the country joined the Nationally Determined Contributions (NDC) Support Programme, which focuses on the implementation of an MRV system, the installation and design of a knowledge management platform to support MRV, and the design and implementation of a Pilot Project. An MRV system supports the analytical work needed for decision-making and transparency reporting reflected in Framework Step 3, Establish Baseline; Step 4, Set Goals; Step 5, Develop Policies and Programs; and Step 7, Evaluate, Report, and Adapt.
The project was approved and began in 2021 with three goals: strengthen Trinidad and Tobago government officials' and stakeholders' capacity to prepare Biennial Transparency Reports, integrate climate change into the national planning and decision-making process, and establish and formalize the necessary institutional arrangements for implementing climate transparency activities.
The project supports goal setting (Step 4, Set Goals), which relies on the MRV system and institutional arrangements in place; policy analysis and selection (Step 5, Develop Policies and Programs), which requires institutional arrangements and authorities and relies on MRV for decision-support; policy implementation (Step 6, Implement Policies and Programs), which is carried out by the designated institutions, and policy evaluation and reporting (Step 7, Evaluate, Report, and Adapt), which uses the MRV for transparency reporting.
